<p>Too many Americans don’t get the preventive health care they need to stay healthy, avoid or delay the onset of disease, lead productive lives, and reduce health care costs. Cost-sharing (including copays, co-insurance and deductibles) reduces the likelihood that preventive services will be used.</p>
<p>Often because of cost, Americans use preventive services at about half the recommended rate.</p>
<p>Yet chronic diseases such as heart disease, cancer, and diabetes – which are responsible for 7 of 10 deaths among Americans each year and account for 75% of the nation’s health spending – often are preventable.</p>
<p>The Affordable Care Act will help make wellness and prevention services affordable and accessible to you by requiring health plans to cover preventive services and by eliminating cost-sharing. According to a new regulation released by the Department of Health and Human Services, the Department of Treasury and the Department of Labor, if you or your family enroll in a new health plan on or after September 23, 2010, then that plan will be required to cover recommended preventive services without charging you a copay, co-insurance or deductible.</p>
<h6>What This Means for You</h6>
<p<blockquote>Depending on your age and health plan type, you may have easier access to such services as:</p></blockquote>
<ul>
<li>Blood pressure, diabetes, and cholesterol tests</li>
<li>Many cancer screenings</li>
<li>Counseling from your health care provider on such topics as quitting smoking, losing weight, eating better, treating depression, and reducing alcohol use</li>
<li>Routine vaccines for diseases such as measles, polio, or meningitis</li>
<li>Flu and pneumonia shots</li>
<li>Counseling, screening and vaccines for healthy pregnancies</li>
<li>Regular well-baby and well-child visits, from birth to age 21</li>
</ul>
<h6>Keeping Your Children Healthy</h6>
<p>Many children don’t get the preventive care they need. 12% of children have not had a doctor’s visit in the past year, and a recent study found that children receive recommended care less than half of the time. Nearly one-third of kids are overweight or obese, putting them at risk for conditions such as diabetes and heart disease. While approximately 12% to 16% of children experience developmental problems, only one-third of those children are identified in pediatric practices prior to school entry.  Early identification helps kids get the developmental services they need.</p>
<p>The new regulation ensures that a comprehensive set of preventive services is available in new health plans for children with no cost-sharing.  These services include well-baby and well-child visits.   This includes a doctor’s visit every few months when your baby is young, and a visit every year until your child is age 21.  </p>
<p<blockquote>These visits will cover a comprehensive array of preventive health services:</p></blockquote>
<ul>
<li> Physical exam and measurements</li>
<li>Vision and hearing screening</li>
<li>Oral health risk assessments</li>
<li>Developmental assessments to identify any development problems</li>
<li>Screenings for hemoglobin level, lead, tuberculin, and other tests</li>
<li>Counseling and guidance from your doctor about your child’s health development</li>
</ul>
<p<blockquote>Screenings and counseling to prevent, detect, and treat common childhood problems like:</p></blockquote>
<ul>
<li> obesity to help children maintain a healthy weight</li>
<li>depression among adolescent children</li>
<li>dental cavities and anemia</li>
<li>Immunizations like an annual flu vaccine and many other childhood vaccinations and boosters, from the measles to polio.</li>
</ul>
<h6>Promoting Healthy Pregnancy</h6>
<p>The U.S. infant mortality rate is a troublingly high 6.8 deaths for every 1,000 live births, and 8.2% of babies have a low birth weight, up 17% since 1990. At least 13% of American women smoke during pregnancy, and 12% of women drink alcohol during pregnancy.</p>
<p<blockquote>The new law and regulations make sure that more mothers have access to services they need to ensure a healthy pregnancy. These services include:</p></blockquote>
<ul>
<li>Screening for conditions that can harm pregnant women or their babies, including iron deficiency, hepatitis B, a pregnancy related immune condition called Rh incompatibility, and a bacterial infection called bacteriuria</li>
<li>Special, pregnancy-tailored counseling from a doctor that will help pregnant women quit smoking and avoid alcohol use</li>
<li>Counseling to support breast-feeding and help nursing mothers</li>
</ul>
<h6>Preventing Heart Disease and Obesity</h6>
<p>Keeping your family healthy means keeping yourself healthy, too.  Heart disease is the number one cause of death for women.  More women than men are have weight problems; 36% of women are obese, significantly increasing their risk of cardiovascular disease.</p>
<p<blockquote>New health plans must offer coverage without cost-sharing for services that will prevent and control these diseases. These services include:</p></blockquote>
<ul>
<li>Screening for obesity, and counseling from your doctor and other health professionals to promote sustained weight loss, including dietary counseling from your doctor</li>
<li>Blood pressure screening</li>
<li>Counseling on the use of daily aspirin to reduce the risk of a stroke</li>
<li>Tests to screen for high cholesterol and diabetes</li>
</ul>
<h6>Preventing and Controlling Breast and Other Types of Cancer</h6>
<p>Despite our progress in controlling cancer, breast cancer, cervical cancer, colon cancer, and lung cancer continue to cause thousands of preventable deaths in the U.S. each year.  About 210,000 new cases of invasive breast cancer will occur among women in the United States during 2010, and an estimated 40,000 women are expected to die from breast cancer this year. African American women are about one-third more likely to die from breast cancer compared to others.</p>
<p>In 2006, 12,000 women in the U.S. were told that they had cervical cancer, and nearly 4,000 women died from the disease.  More than 16% of women in the U.S. smoke, significantly increasing their risk of lung cancer and other tobacco-related illness.</p>
<p<blockquote>The new regulations ensure that new health plans offer coverage without cost-sharing for a variety of important cancer prevention tools. These include:</p></blockquote>
<ul>
<li>Preventing breast cancer: Annual mammograms for women over 40.  Other services to prevent breast cancer will also be covered, including a referral to genetic counseling and a discussion of chemoprevention for certain women at increased risk.</li>
<li>Preventing cervical cancer: Regular Pap smears to screen for cervical cancer and coverage for the HPV vaccine that can prevent cases of cervical cancer.</li>
<li>Tobacco cessation interventions, such as counseling or medication to help individuals quit.</li>
<li>Preventing colon cancer: Screening tests for colon cancer for adults over 50.</li>
</ul>

			<content:encoded><![CDATA[<p>Thousands of small businesses in Florida could be helped by a new small business tax credit that makes it easier for businesses to provide coverage to their workers and makes premiums more affordable.<span id="more-152"></span></p>
<p>Small businesses pay, on average, 18 percent more than large businesses for the same coverage, and health insurance premiums have gone up three times faster than <img class="alignright size-full wp-image-664" title="Changes" src="http://030d8cd.netsolhost.com/WordPress/wp-content/uploads/2010/07/Changes1.png" alt="" width="270" height="122" />wages in the past 10 years.  This tax credit is just the first step towards bringing those costs down and making coverage affordable for small businesses.</p>
<p>Closing the Medicare Part D donut hole. Last year, roughly 271,000 Medicare beneficiaries in Florida hit the donut hole, or gap in Medicare Part D drug coverage, and received no extra help to defray the cost of their prescription drugs.2 Medicare beneficiaries in Florida who hit the gap this year will automatically be mailed a one-time $250 rebate check. These checks will begin to be mailed to beneficiaries in mid-June and will be mailed monthly throughout the year as new beneficiaries hit the donut hole. The new law continues to provide additional discounts for seniors on Medicare in the years ahead and completely closes the donut hole by 2020.</p>
<p>Support for health coverage for early retirees. An estimated 280,000 people from Florida retired before they were eligible for Medicare and have health coverage through their former employers. Unfortunately, the number of firms that provide health coverage to their retirees has decreased over time.3  Beginning June 1, 2010, a $5 billion temporary early retiree reinsurance program will help stabilize early retiree coverage and help ensure that firms continue to provide health coverage to their early retirees. Companies, unions, and state and local governments are eligible for these benefits.</p>
<p>New consumer protections in the insurance market beginning on or after September 23, 2010.</p>
<p>Insurance companies will no longer be able to place lifetime limits on the coverage they provide, ensuring that the 8.8 million Florida residents with private insurance coverage never have to worry about their coverage running out and facing catastrophic out-of-pocket costs.</p>
<p>Insurance companies will be banned from dropping people from coverage when they get sick, protecting the 1.1 million individuals who purchase insurance in the individual market from dishonest insurance practices.</p>
<p>Insurance companies will not be able to exclude children from coverage because of a pre-existing condition, giving parents across Florida peace of mind.</p>
<p>Insurance plans’ use of annual limits will be tightly regulated to ensure access to needed care.  This will protect the 7.7 million residents of Florida with health insurance from their employer, along with anyone who signs up with a new insurance plan in Florida.</p>
<p>Health insurers offering new plans will have to develop an appeals process to make it easy for enrollees to dispute the denial of a medical claim.</p>
<p>Patients’ choice of doctors will be protected by allowing plan members in new plans to pick any participating primary care provider, prohibiting insurers from requiring prior authorization before a woman sees an ob-gyn, and ensuring access to emergency care.</p>
<p>Extending coverage to young adults. Beginning on or after September 23, 2010, plans and issuers that offer coverage to children on their parents’ policy must allow children to remain on their parents’ policy until they turn 26, unless the adult child has another offer of job-based coverage in some cases. This provision will bring relief to roughly 86,300 individuals in Florida who could now have quality affordable coverage through their parents.4  Some employers and the vast majority of insurers have agreed to cover adult children immediately.</p>
<p>Affordable insurance for uninsured with pre-existing conditions. $351 million federal dollars are available to Florida starting July 1 to provide coverage for uninsured residents with pre-existing medical conditions through a new transitional high-risk pool program, funded entirely by the Federal government. The program is a bridge to 2014 when Americans will have access to affordable coverage options in the new health insurance exchanges and insurance companies will be prohibited from denying coverage to Americans with pre-existing conditions. If states choose not to run the program, the Federal government will administer the program for those residents.</p>
<p>Strengthening community health centers. Beginning October 1, 2010, increased funding for Community Health Centers will help nearly double the number of patients seen by the centers over the next five years. The funding could not only help the 372 Community Health Centers in Florida but also support the construction of new centers.</p>
<p>More doctors where people need them. Beginning October 1, 2010, the Act will provide funding for the National Health Service Corps ($1.5 billion over five years) for scholarships and loan repayments for doctors, nurses and other health care providers who work in areas with a shortage of health professionals. This will help the 15% of Florida’s population who live in an underserved area.</p>
<p>New Medicaid options for states. For the first time, Florida has the option of Federal Medicaid funding for coverage for all low-income populations, irrespective of age, disability, or family status.</p>

			<content:encoded><![CDATA[<p>Even if you’re healthy now, sooner or later there will come a time when  you will need health insurance. Not having health insurance when you  need it can result in large amounts of debt and bad credit ratings.  <span id="more-482"></span>Worrying about health insurance and the cost of your care is the last  thing you want to do. The Affordable Care Act is expanding your options  for health insurance and making them more affordable.</p>

<p>Starting as early as September 2010, insurance companies won’t be able to drop you when you get sick just because you made a mistake on your coverage application.</p>

<p>Starting as early as September 2010, if you have children under age 26, you can insure them if your policy allows for dependent coverage. The only exception is if you have an existing job-based plan, and your children can get their own job-based coverage. Many plans have made a business decision to provide this coverage earlier, so your child could be insured before September 2010.</p>

<p>Starting as early as September 2010, job-based health plans and new individual plans won’t be allowed to deny or exclude coverage to any child under age 19 based on health conditions, including babies born with health problems.</p>

<p>Starting in 2014, if your income is less than the equivalent of about $88,000 for a family of four today and your job doesn’t offer affordable coverage, you may get tax credits to help pay for insurance.</p>
<h3>5.</h3>
<p>Starting in 2014, if your employer doesn’t offer insurance, you will be able to buy insurance directly in an Exchange that gives you power similar to what large businesses and members of Congress have to get better choices and lower prices.</p>
<p>An Exchange is a new transparent and competitive insurance marketplace where individuals and small businesses can buy affordable and qualified health benefit plans. Exchanges will offer you a choice of health plans that meet certain benefits and cost standards.</p>

<h6>IRS Offers Guidance on Tax Credits in Health Reform Law</h6>
<p>Health coverage legislation enacted this year includes a Small Business Health Care Tax Credit to help small businesses and small tax-exempt organizations afford the cost of covering their workers.</p>
<h6>Eligibility Rules</h6>
<p style="padding-left: 30px;">Providing health care coverage. A qualifying employer must cover at least 50 percent of the cost of health care coverage for some of its workers based on the single rate.</p>
<p style="padding-left: 30px;">Firm size. A qualifying employer must have less than the equivalent of 25 full-time workers (for example, an employer with fewer than 50 half-time workers may be eligible).</p>
<p style="padding-left: 30px;">Average annual wage. A qualifying employer must pay average annual wages below $50,000.</p>
<p style="padding-left: 30px;">Both taxable (for profit) and tax-exempt firms qualify.</p>
<h6>Amount of Credit</h6>
<p style="padding-left: 30px;">Maximum Amount. The credit is worth up to 35 percent of a small business&#8217; premium costs in 2010. On Jan. 1, 2014, this rate increases to 50 percent (35 percent for tax-exempt employers).</p>
<p style="padding-left: 30px;">Phase-out. The credit phases out gradually for firms with average wages between $25,000 and $50,000 and for firms with the equivalent of between 10 and 25 full-time workers.</p>
